About What is The Early Childhood Council of Logan, Phillips and Sedgwick (ECCLPS)? ECCLPS is an original pilot of the Early Childhood Councils in which began in 1997 as the Early Childhood Council of Logan County. After the passing of HB 1062 we collaborated with Sedgwick and Phillips Counties to ensure all children and their families were receiving a chance for a healthy, thriving life. We received our 501(c) 3 nonprofit status in the Fall 2007. ECCLPS is governed by a Board of Directors, with input from the Early Childhood Council Partners.
